ABOUT NCSL:
The National Conference of State Legislatures is a bipartisan organization that serves the legislators and legislative staff of
the nation’s 50 states, its commonwealths and territories. NCSL provides research, technical assistance and opportunities
for policymakers to exchange ideas on the most pressing state issues. Our mission is to serve state legislatures and other
intergovernmental groups by providing support, promoting fresh ideas, connecting legislators and staff with experts and
each other, and provide a strong, cohesive voice in the federal system. Since its founding in 1975, NCSL’s staff has grown
from 15 employees to over 150 employees in its offices in Denver, CO and Washington, D.C.
GENERAL DESCRIPTION:
The Senior Accountant - Revenue performs complex, multi-function, professional accounting and supervisory work
involving NCSL’s accounting systems. It includes supervision of the accounting technicians and assistants, making
professional accounting reviews and decisions, and managing general ledger and subsidiary ledger (association
management system) input and analysis. The work is performed independently under general guidance from the Controller
and Chief Financial Officer and subject to NCSL policies and accounting principles. This position includes primary
responsibility for revenue and cash transaction setup, recording, analysis and record keeping throughout the Conference
and The Foundation for State Legislatures.
RESPONSIBILITIES AND DUTIES: * Monitors daily cash and revenue accounting transactions to ensure conformity with
generally accepted accounting principles, determining the propriety and accuracy of cash receipts, reviewing accounts
receivable adjustments, preparing and reviewing association management system transactions and related sales tax
requirements;
Initiates monthly cash and revenue accounting closing activities, including preparation of revenue and related journal
entries, analysis of deferred revenue and unbilled A/R, roll forward of account activity, account reconciliations and
fluctuation analyses;
Monitors and records cash and investment account transactions; reconciles bank accounts to the general ledger on a
monthly basis;
Responsible for fixed asset records and related software module. Records additions, disposals and monthly depreciation
journal entries. Retires assets from the subsidiary ledger;
Researches and compiles data and statistical information necessary to prepare and file sales and other tax returns as
needed;
Responsible for registration function for all invitational, Conference, and other hosted meetings including set-up, online e-
commerce, reconciliation, closing and reporting to appropriate management;
Reviews and/or prepares monthly journal entries by making cash transaction entries, determining accuracy and proper
documentation of proposed entries, and coordinating the closing entries;
Assists in determining tasks and priorities of accounting and registration staff; schedules cross training; and assists with
unusual problems and heavy workloads;
Evaluates performance of accounting technicians and assistants and makes personnel recommendations to more senior
managers;
Reviews account balances periodically and resolves problems;
Performs review and analysis of professional staff association fiscal activities, compiling/reviewing all activities for financial
reporting accuracy and communicating those results to NCSL staff liaisons and others as required;
Acts as primary financial function liaison for the upcoming implementation of the new association management system
(Fonteva/salesforce.com) by attending meetings, coordinating input from the accounting staff, reviewing set-up
documentation, responding to questions, and interpreting changes in procedures or policies that affect financial
management practices;
Participates in developing department goals, objectives, and systems to help align the workforce with the strategic goals of
the organization.
Completes special projects as required setting timetables, determining priorities, managing time, developing and
organizing information, monitoring progress and adjusting for project completion.
SUPERVISORY RESPONSIBILITIES:
This position has direct supervisory responsibilities of approximately 2 staff members.
WORK ENVIRONMENT:
This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop
computers, copy machines, scanners and smartphones.
PHYSICAL DEMANDS:
The physical demands described here are representative of those that must be met by an employee to successfully
perform the essential functions of this job.
This is largely a sedentary position that requires the ability to speak, hear, see, lift small objects up to 50 lbs., open filing
cabinets and bend, stoop, or stand on a stool as necessary. Requires the ability to travel locally, regionally and nationally,
including overnight and weekends.

QUALIFICATIONS:
Experience and Education
A college degree in accounting plus three years of progressive accounting work experience. At least one year as a lead or
supervising accountant is preferred;
Expert knowledge of the principles and practices of accounting and auditing and cost accounting;
Excellent interpersonal skills and customer-focused attitude, with high level of professionalism, discretion and ability to
maintain composure;
Working knowledge of office operations, business practices, grants funding, and the use of office equipment;
Comprehensive knowledge of use of computers and computer software in accounting responsibilities;
Skill and competence to devise and install methods, procedures, and systems of accounting to assist in the complex
operation and design of the system;
Skill and competence to prepare and present financial statements and reports;
Ability to interpret and apply Federal and other grantor fiscal policies, laws, rules, and regulations;
Skill and competence to plan and schedule work and to train and supervise subordinate accounting personnel;
Skill and competence in developing and maintaining effective working relationships with other employees, with grantors,
auditors, and other persons involved with NCSL financial transactions.
Knowledge, Skills and Abilities
Strong interpersonal and communication skills; experience in effectively communicating key data in both written and
verbal form;
Ability to meet a constant stream of deadlines in a timely manner;
Proven ability to work both independently and collaboratively with different levels of employees;
Superior analytical and problem-solving skills;
Familiarity with accounting software and programs;
Highly detail-oriented and organized.
